Problem Note 68169: "Cannot start remote process" occurs when SAS/CONNECT® 9 clients attempt to sign on to the SAS/CONNECT® spawner on SAS® Viya® 2020 and later

SAS/CONNECT 9 clients can use Transport Layer Security (TLS) 1.2 and earlier releases. The SAS/CONNECT spawner for SAS Viya 2020 and later can use TLS 1.3 and earlier releases.
During a SAS/CONNECT sign-on using TLS, negotiations between the client and the remote session occur. When a SAS/CONNECT 9 client connects to a SAS/CONNECT spawner in SAS Viya 2020 using TLS 1.3, the sign-on might fail with the following messages:

ERROR: A communication subsystem partner link setup request failure has occurred.
ERROR: Cannot start remote process.

The SAS/CONNECT spawner log will show that the connection was successful but then failed when the launch command was issued for the SAS/CONNECT server:
Client connection xxxxxxxx's user "zzzzzzzz" from aaa.bbbb.com successfully authenticated.

Client connection xxxxxxxx starting server with command yyyyyyyy -DMR -COMAMID TCP -NOXCMD -NOTERMINAL.
